- Board Policy 402 - Disability Non-Discrimination
- The purpose of this policy is to provide a fair employment setting for all persons and to comply with state and federal law.
- Board Policy 404.1 - Authorized Drivers
- The purpose of this policy is to promote student and staff safety during authorized travel and to educate employees on safety issues and the responsibilities of operating a vehicle on behalf of the Southwest West Central Service Cooperative (“SWWC”).
- Board Policy 406 - Public and Private Personnel Data
- The purpose of this policy is to provide guidance to SWWC employees as to the data the SWWC collects and maintains regarding its personnel.
- Board Policy 407 - Employee Right to Know-Exposure to Hazardous Substances
- The purpose of this policy is to provide SWWC employees a place of employment and conditions of employment free from recognized hazards that are likely to cause death or serious injury or harm. (Minn. Statute, Section 182.653, Subd. 2).
- Board Policy 410 - Family and Medical Leave
- The purpose of this policy is to provide for family and medical leave to SWWC employees in accordance with the Family and Medical Leave Act of 1993 (FMLA) and also with parenting leave under state law.
- Board Policy 413 - Harassment and Violence
- The purpose of this policy is to maintain a learning and working environment that is free from harassment and violence on the basis of race, color, creed, religion, national origin, sex, age, marital status, familial status, status with regard to public assistance, sexual orientation including gender identity and expression, or disability.
- Board Policy 414 - Mandated Reporting of Child Neglect or Physical or Sexual Abuse
- The purpose of this policy is to make clear the statutory requirements of SWWC personnel to report suspected child neglect or physical or sexual abuse.
- Board Policy 415 - Mandated Reporting of Maltreatment of Vulnerable Adults
- The purpose of this policy is to make clear the statutory requirements of SWWC personnel to report suspected maltreatment of vulnerable adults.
- Board Policy 418 - Drug-Free Workplace
- The purpose of this policy is to maintain a safe and healthful environment for employees and students by prohibiting the use of alcohol, toxic substances, medical cannabis, and controlled substances without a physician prescription.
- Board Policy 419 - Smoke Tobacco-Free Environment; Possession and Use of Tobacco, Tobacco-Related Devices, and Electronic Delivery Devices; Vaping Awareness and Prevention Instruction
- The purpose of this policy is to maintain a learning and working environment that is tobacco free.
- Board Policy 420 - Students and Employees with Sexually Transmitted Infections and Diseases and Certain Other Communicable Diseases and Infectious Conditions
- Public concern that students and employees of the SWWC should be able to attend school and work without becoming infected with serious communicable or infectious diseases, including but not limited to, Human Immunodeficiency Virus (HIV), Acquired Immunodeficiency Syndrome (AIDS), Hepatitis B, and Tuberculosis, requires that the SWWC adopt measures effectively responding to health concerns while respecting the rights of all students, employees, and contractors, including those who are so infected. The purpose of this policy is to adopt such measures.
- Board Policy 423 - Employee-Student Relationships
- The SWWC is committed to an educational environment in which all students are treated with respect and dignity. Every SWWC employee is to provide students with appropriate guidance, understanding and direction, while maintaining a standard of professionalism, and acting within accepted standards of conduct.
- Board Policy 514 - Bullying Prohibition
- A safe and civil environment is needed for students to learn and attain high academic standards and to promote healthy human relationships. Bullying, like other violent or disruptive behavior, is conduct that interferes with a student’s ability to learn and/or a teacher’s ability to educate students in a safe environment. The resident district and/or SWWC cannot monitor the activities of students at all times and eliminate all incidents of bullying between students, particularly when students are not under the direct supervision of school personnel. However, to the extent such conduct affects the educational environment of the resident district and/or SWWC and the rights and welfare of its students and is within the control of the resident district and/or SWWC in its normal operations, the resident’s district and/or SWWC intends to prevent bullying and to take action to investigate, respond to, and to remediate and discipline for those acts of bullying which have not been successfully prevented. The purpose of this policy is to assist the resident district and/or SWWC in its goal of preventing and responding to acts of bullying, intimidation, violence, reprisal, retaliation, and other similar disruptive and detrimental behavior.
- Board Policy 515 - Protection and Privacy of Pupil Records
- SWWC recognizes its responsibility in regard to the collection, maintenance and dissemination of pupil records and the protection of the privacy rights of students as provided in federal law and state statutes.
- Board Policy 524 - Internet Acceptable Use, Safety and Data Privacy Policy
- The purpose of this policy is to set forth policies and guidelines for access to SWWC computer system and acceptable and safe use of the Internet, including electronic communications.
- Board Policy 751 - HIPAA Security Policies
- SWWC Service Cooperative, herein referred to as “SWWC,” has adopted the policies and procedures herein to ensure the privacy and integrity of information and data that is classified as Protected Health Information (PHI) to meet the requirements defined under the Health Insurance Portability and Accountability Act (HIPAA). In addition to the processes and procedures prescribed in this policy, additional policies and
procedures will be adopted by the SWWC Board of Directors and enforced on staff working in or providing services to individual business units within SWWC, that require more restrictive or specific HIPAA policies based on their functions. In no case shall a policy adopted for a specific
business unit of SWWC enact a less restrictive policy or procedure than defined herein.

- Employee Manual
- The information in the Employee Manual is to be considered as a guide to assist you in performing your job:
- The general guidelines and procedures described in this manual are not conditions of employment. The language is not intended to create a contract between SWWC and any employee. These guidelines do not apply if they are in conflict with the provisions of your group personnel policies or Board policy.
- SWWC, at its option, may change, delete, suspend, or discontinue any part or parts of the general guidelines and procedures in the Employee Manual at any time without prior notice as business, employment legislation, and economic conditions dictate.
- Any such action shall apply to existing as well as to future employees.
- No one other than the Executive Director may alter or modify any of the general guidelines and procedures in the Employee Manual. Any alteration or modification of the general guidelines and procedures in the Employee Manual must be in writing.
- No statement or promise by a supervisor, manager, or director, past or present, may be interpreted as a change in general guidelines and procedures nor will it constitute an agreement with an employee.
- Should any part of the Employee Manual be found to be unenforceable and invalid, such finding does not invalidate the entire Employee Manual, but only that particular part. This Employee Manual replaces any and all other or previous Employee Manuals.

- Administrator Personnel Policies
- These policies, including terms of employment, compensation, benefits & insurance information, apply to SWWC Service Cooperative (SWWC) Administrators.
- CEA (Classified) Personnel Policies
- These policies, including terms of employment, compensation, benefits & insurance information, apply to SWWC Classified employees.
- CSA (Certified) Master Agreement
- THIS AGREEMENT is entered into between the Southwest West Central Service Cooperative, Marshall, Minnesota, hereinafter referred to as "SWWC" and the SWWC Certified Staff Association, Education MN, hereinafter referred to as the "Association" pursuant to and in compliance with the Public Employment Labor Relations Act of 1971, as amended, hereinafter referred to as the PELRA, to provide the terms and conditions of employment for teachers during the duration of this Agreement.
- DSS Master Agreement
- This Agreement is entered into between Southwest West Central Service Cooperative, Marshall, Minnesota, hereinafter referred to as SWWC and SWWC Direct Student Staff Educational Support Professionals, hereinafter referred to as the exclusive representative or the Union, pursuant to and in compliance with the Public Employment Labor Relations Act of 1971 as amended, hereinafter referred to as PELRA, to provide the terms and conditions of employment for Certified Occupational Therapy Assistants, Physical Therapy Assistants, Paraprofessionals, Speech Language Pathology Assistants, LPN/Health Paras and Interpreters of the Deaf and Hard of Hearing.
